I got mine about a month ago and have used it many times. I think they only charge if you use it as an ATM card, but if you use it as a Mastercard or debit card at the store or PO then there is no charge.
The only problem I have had is that if I receive a payment after 8am Pacific time, I can't use the money until after 8am the next day. I have had that happen three times where money was recieved before I went to the PO usually around 10am and when I went to use the card it has been denied. If the money comes before 8am the day I use the card it is no problem and it works great.
Don't know if it a technical glitch or if it's designed that way.

cmsspu: Of course there are no fees on your new PayPal card. As in the past they will give users enough time to grow used to the card (some will start depending on it). They will come to think that they really must have it in order to stay in business at all. Around about 6 months from now (maybe less), fees for using the card will be announced with little or no warning (judging by past happenings they might even be retroactive by a few weeks).

I've used PayPal's debit card since early Feb. I've made all USPS payments with it, eBay payments, all my gas purchases, and probably 90% of my groceries. Not only has it never cost me a dime it has returned 1.5% on all purchases since I signed up for the PayPal preferred plan.
You don't have to activate the card, you can just toss it in the trash if you have no use for it.

I got a PayPal debit card in the mail the other day. I didn't sign up for it or request it either. I immediately sliced and diced it! I felt it was just another gimmick to convince me to keep funds in an uninsured account.

Unsolicited debit cards are a bad idea, rejected by consumer groups. Sadly, PayPal, after initially sending out these cards only upon request, chose to also send out their cards unsolicited.
If you decide to activate your card, keep in mind the following:
If you lose your debit card and don't report it in 2 business days, you may be responsible for up to $500 of the loss.
Even if you have your card and someone gets your MasterCard number from your debit card, your account could be drained. While the fraud is investigated, you can be without your own money for up to 45 days while an investigation is completed.

What's really special is that a thief can have a spending spree on you --- and doesn't even need to know your PIN!

Well I'm using my card. I know there are risks involved; however, life itself is risky.
I am leaving enough money in the PayPal account to cover eBay fees, shipping costs, and other internet related costs. It does reduce the overall cost of accepting PayPal.
Should a better offer come along in the future by BillPoint or other, I'll consider that too. Should PayPal screw me in one way or another, I'll consider it a well learned lesson.

PS. PayPal is never going to charge you for using a PayPal MasterCard. But they might end the 1.5% cash back... FYI

The only "requirement" to getting the 1.5% cash back is to limit your auction listings to offering only Paypal - if they take away the 1.5% program - you can bet they'll have Bidpay and Billpoint back in my listings again (not that I think it affects my auction results TOO much by not having them there - they are still offered in my EOA notices).

I have to give PayPal points for one thing...
I received my UNSOLICITED card a few weeks ago and just filed it because I am not willing to give my SS# out online and get involved in all that money market stuff with them.
One day last week as I signed on to PayPal I got this screen that advised they no longer require any of that to use the card....
Well, in that case, I'm willing to give it a try. So I went ahead & activated it in one click and didn't have to do anything else.
As for that "PayPal preferred" thing, I just don't get that. You can offer ONLY PayPal as an online pmt option??? NAH!

For all the PayPal gripers out there - this card is no different and no more inherent risks than your own bank debit card.
Bank debit cards are also not covered as MC and Visa are if lost - you are out the funds. Same risk applies here.
If you have chosen, knowing the risks, to leave your money in PayPal - then the debit card is a simple way to use the funds.
The charges are the same as with your own banking account debit card. Use your own atm card at a non-issuing bank and you get fees -same with this one. There is no issuing
bank - so you will have fees - your option.
Initially the cards were sent out to those that are upgraded and requested them. Now they are being sent out to the majority of upgraded accounts from what we understand. If you don't want it - cut it up.
When you sign on to PayPal there is a box in the left corner with news or what you have now qualified for - the information on the ATM has been there for awhile.
Debit cards in general are not as safe as Visa or MC cards but if you are careful with your stuff - lost it and report it immediately - you should not have a problem.

I don't have an upgraded account but still received the debit card without requesting it.

PayPal isn't really the point here. Debit cards in general are a bad idea. You're much safer asking your bank for a regular ATM card --- which requires a PIN with each and every use.

I believe people were griping about this being just another way for PayPal to get them.
My point, and I agree with you, is that if you use PayPal fully KNOWING all the risks associated with it and if you use your bank's debit card - there is not greater risk with the PayPal one.
Now - in general - debit cards are very risky. However, lots of people like them because they are not like credit cards (no interest) but can be used in stores etc. But if you lose one and do not report it right away - you are out the funds - no protection. Whomever has your card can deplete your bank account and you lose. Unlike having a bill full of charges you did not make - your monies will be gone. The standard ATM is better protection but can't be used everywhere.
