Last night I got a phone call from Paypal about activating my "debit card" that of course I never requested. It was really quite strange to speak with a real person from paypal, I got a phone number too. I didn't really know what to say to him (I am thinking of closing my account due to all the horror stories here).
Has anyone activated this card, and what's the deal with the "cashback"?

I went ahead (finally) and activated my unsolicited card because they changed the requirements. You no longer have to give up your SS# and join the money market thing.
As for the "cashback" thing, not going to do that! You have to put on your auctions that PayPal is the ONLY online pmt service that you will accept.

I activated mine a few weeks ago. I did however give them my s.s. number. I really like using it because I don't have to dig into my own pockets to pay for shipping. Just use the card! I've also used it for gas in the car, making purchases for re-sale on ebay, a soda pop at the 7-11, and withdrwal at the money machine. That card has given me the luxury of getting a slurpee whenever I want and filling up the tank in the car. So far I love it!
However, I have been wondering about store returns that I might need to make that were purchased with the card. I'm not sure if the return credit would be subject to a fee for receiving payment?

I have used the paypal debit card with no problems. I love being able to use it for all of my auction related items. I don't have to transfer money around. And the cash back is nice.
You do not have to put in your auctions that they are the only online payment service that you accept. They are just the only one that you can put in your auction ad. You can still include all of the others in your end of auction notices. So far it hasn't hurt my sales that I can tell. I still offer billpoint, just in my EOA.
They don't have a huge call center here - they are one of the smaller call centers in town. I don't know the exact number of employees here, but it's not a major player.

I won't activate the card because it makes then hold all your funds in an investment account instead of cash.
It is not them investing the funds and taking the risk - it is invested in your name.
So if there is a real bad week on wallstreet you could see the balance in your account get decimated.
