Hi. I just had a similar situation, only I was the seller and the bidder said that what I sent her was not mint. Paypal refused the claim because they do not determine the "quality" of merchandise.

Pcalton: I am no friend of paypal as you will find if you visit my site, but they have always maintained very clearly on their site that they will not get involved in quality of merchandise disputes. Otherwise, what stops any buyer at any time from saying they don't like what they got and want their money back? Without revealing any information that identifies the seller, what kind of rating did he have positive vs negative?

How do I get in contact with PayPal's Customer Service?
eBay has refunded my money from a fraudulant seller. I need to get the rest from PayPal. Their site states I need proof from eBay and to contact Customer Service. How?!? What's their number/address?
I have emailed PayPal twice. Nothing. I have filed a Buyer's Complaint form. Nothing. According to PayPal's site, I only have 30 days to claim my refund.

You have a better chance of being struck by lightning than actually getting Paypal to pay you for the Buyer Protection. You cannot file a claim if the goods were not as described, I have been there and done that. The seller could have sent you a box of rocks and they would still do nothing.
My advice, after losing $500 the last 6 months, is to never, ever pay with your Paypal balance or checking account. Always use a debit/credit card then charge it back if Paypal doesn't do what it should. Heather
