Looks like a watch chain to me. A watch fob is something that hangs from the chain, or the part of the watch that you use to wind it (I believe).

Joe B -- What you have is a watch chain. The watch attaches at the end with the swivel hook. Watch fobs became popular during the 19th C. Typically they were heavy and used as a sort of "handle" The watch was in the pocket while the fob would dangle out of the pocket. On your chain the fob would be attached at the opposite end of the watch. Fobs were usually decorative because they were worn outside and seen. Often they were in the form of a seal with the wearers monogram or family crest, many were advertising or political. Your chain looks to be from approx. 1890-1900 and most likely gold filled (most were) however can be found in karat gold.
