This is what my auctions read in regard to international bids.
I've had 3 buyers this week attempt to send me payment with US shipping rates. It's a good thing I know what .jp and .de mean.
Do they not understand or are they just seeing if they can get away with it ?

Just trying to get something for nothing. I've had a rash of AOL screen names this month that turn out to be foreign bidders and are quite upset that I wont ship a book to some hut in Tibet for $1.25.
Stick to your guns and make them pay.

and they'll continue to do it as long as there's ONE person who'll let them...

Put 'US' in front of the word Buyer so your TOS reads, "US BUYER to add $2.00 for First Class Shipping. Insurance Optional. INTERNATIONAL Buyers MUST contact me for shipping rates BEFORE sending payment."
I'm telling you people JUST DON'T READ that much into seller's terms on auction listings. They see your first sentence with the the shipping fee and the rest of your paragraph just says, "Blah, Blah, Blah" to them.
I've found you have to be very specific when it comes to shipping rates or they just pay whatever they want to.

I have an EOA that prevents this problem. My items are often heavy, so I started doing this because I needed their zip to figure the postage...but, it also works for foreign bidders.

Please send me your name and address and I'll get back to you with the shipping and insurance charges.

No one has ever objected or complained about doing this.

Well, if you are interested in a Canadian's POV who does a lot of buying on eBay, whenever I see that in a TOS, I always email the seller before placing a bid.
Up until eBay changed their email rules, I usually got a response 90% of the time. Now, I might get a 50% response rate.
JMHO ..., but I do agree that bidders who don't ask first, especially when you ask them do, deserve to pay whatever you think is fair ...
I'm just happy that more eBay sellers are finally starting to realize that their market IS larger than the USA !

Fortunately, the several 'foreign' buyers I've had have been real gems. Plenty of emails, great pay fast, agreeable to any terms I want as long as they can get the item. The problem with so many (trying to think of a better word, but can't) A$.h.l.s is that they ruin things for the great international buyers.

If you visit eBay.co.uk - community - message boards - round table you will find that US buyers are also guilty of this!

I certainly hope, my friend, that you understood my post to be complimentary of all the international bidders with whom I have dealt! And yes, my comment should apply to the bad international bidders, whether in the U.S. or elsewhere. Thanks for the reminder. Dave.

The thing is...if you don't give the buyer your address until they give you theirs...they can't blithely send off the wrong payment. They'd have to ignore the quote you send them. Never happened to me, because of my EOA. I send them my address at the same time I send them the shipping cost.

Try someithing like this in your TOS.
Winning bidders pay $5.00 for Priority mail shipment to any U.S. address.
International bidders, please email us for a custom shipping qotation.
I've been selling for 3+ years and have never encountered a problem.

I agree with, "They just don't read". I have in my TOS I only accpet Paypal and Bidpay form international buyers. I have had too much trouble in the past with waiting a LOOONG time for payments, or saying they sent cash, but I never received it. Anyway...I have it in my TOS, AND my EOA. Still, I have people saying they are sending a M.O. or cash. And the lastest one, they said they were going to pay by Paypal, and two weeks later I get a M.O. in the mail. That one really annoyed me!
