In the past, I've only applied for a FVF refund if it was a non-paying bidder. But my fees have gotten so high that I decided to go back 45 days and apply for other credits that I was due. Partial refunds and other stuff where the bidder was not at fault, just for whatever reason it didn't work out. What a nightmare!!! In 2 cases I issued a partial refund to the high bidder. After I filed the FVF, Ebay did issue me a partial refund on my account. However, they also sent a letter to the bidder saying that we had agreed not to complete the transaction and if that was not correct to email Ebay. I'm sure the bidders think I've applied for full refund, which is not the case. I also did an FVF for an auction where winner was in China, even though my terms of sale state USA only. I checked the box 'bidder did not follow terms of sale'. Ebay sent her the 'please pay your seller' letter. Is this ebay's way of discouraging us from filing FVF requests???

I think so.
But regardless if it's intentional or not... the end results are the same.... many folks just don't have the time or the inclination to jump through all of the hoops AND worry about retaliatory negative feedback from the DEADBEAT bidder in order to get a measily PATRIAL refund.
