sure BUT HE does not understand that the Sellers had to do it to get the fees BACK...

so I informed him that I did it to get the refund from ebay

Yes, typical. I'm grumbling too.

One lady buyer who hasn't paid for a month came out of the woodwork when I sent her the old "sorry, but the deal is off, appropriate feedback will be left" letter. She asked me "would I send her check back?".

I said "you mean after all this time you have mailed a check? When exactly did you mail it?"

"On Tuesday, 5th, but I can't say when it was picked up or postmarked".

She lives in the same state as me. A letter would probably get to me in two days.

What do you want to bet that it never shows. Or if it does, it'll be postmarked on the 8th or 9th, after I told her the deal was off and all...

They always do.

I am getting ready to go leave one in a few minutes myself. By tonight, if not sooner, I will get the email from them that I have come to expect.

I have one buyer now that emailed me within hours of auction close that her husband lost his job and she can not pay for her win. Now I have to do the NPB too! Ughhh...

Do I have to go through all of the hoops (wait 7 days/file NPB, wait 10days/file FVF refund) or is there an easier way?

I've never had to do this or had this happen, but couldn't she (or you) have cancelled her bid?

Well you can just file for your final value fees without the wait. One of my buyers adviced me of a situation so we both agreed to terminate the auction. So today, after seven days, I filed for my FVF at "http://pages.ebay.com/help/community/npb.html" Non-Paying-Bidder / Final Value Fee Credit Request Program. Here you can file and get your money back without the wait!

When filing the NPB, select the reason that says something like, "Buyer and seller mutually agreed not to complete the deal". You'll be able to complete the FVF immediately. I don't know if you have to wait the 7 days before filing the NPB for this reason.
