Here's what I submitted to eBay concerning the shortcomings of thier feedback system. I thought it was the ultimate cure-all for nearly every problem associated with the system, but, having read eBay's latest posting on what they plan to do, it apparently is not being considered.
I simply stated that not allowing anyone to view what is posted about them until the that person has posted feedback on the same transaction his/her self would end all retaliatory feedback--period-- and, thusly, end any fear of recieving retaliatories, therefore, resulting in more credible feedback ratings.
Also, preventing a posted feedback from counting toward that persons rating until he/she has posted on the same transaction will essentially REQUIRE participation in the feedback system to benefit from it. In essence, you will not GET feedbacks if you don't GIVE them.
I look forward to reading everyone's thoughts on my suggestions because, to me, these seem like such simple "cures" to the biggest problems within eBay's feedback system. Why aren't they being considered? Why would these changes NOT work?

So let me get this straight:
If I were a fraudulent seller on eBay (which I am not), all I would have to do is not give feedback out to others, and then I would never get any negative feedback?
Cool! What a great way to encourage fraud! No recourse or warnings at all!

Hmmmm.......okay.....
So POSITIVE feedbacks do not count until both parties have posted. Bad buyers/sellers get thier just dues, and participation is still required to benefit from the feedback system. It wouldn't stop the negs but it would require participation.
Or go as I originally suggested and impose a suspension if someone with a "pending" negative feedback doesn't post.
Would that work?

I don't think that would work either. Say I have a pending neg and I'm issued a warning of suspension because I haven't posted feedback and taken my neg. Well, I automatically know to go post negative for negative, right?

I think that if a seller has to file a FVF on a buyer, then that buyer should be locked out from being able to leave a retaliatory NEG against that seller. UNLESS.. they can show PROOF of payment for that auction. THEN, the buyer should be able to leave feedback.
As far as forcing buyers OR sellers to leave feedback, I disagree. Feedback is optional and should not be required, ever, IMO.

I just wish their was a way to remove negative feedback that was demonstrably false. A seller posted that I had not paid, when I had proof that I had, and she had even shipped the item ONE MONTH BEFORE she posted the false feedback.
She won't go through arbitration, so unless I sue her and win, I have no recourse through ebay other than posting my comments concerning her feedback, which I have done.

Let me see if I have this straight: You are suing a seller who left you negative feedback, is that about right?
Is it really worth all that time and money?
I know that a neg can be a pain in the butt, when I get my first one I can only hope that I won't get so bent out of shape. One neg probably will not hurt you. Reply and move on. Yes, eBay's FB system is flawed. There is not one thing we can do about it because eBay has shown time and again that they don't really care about us eBayers. Maybe you should invite the seller here so we can get her side.

bmikeyd, if a person had more than one eBay account, wouldn't he or she be able to view the feedback that had been left by the other party by using the second account? Or would the feedback be hidden from everyone? If no one could see it, how would other buyers or sellers be warned?
