Auction closed 5-25 and no payment showed, so a few days ago I sent him a reminder. He said he forgot to send payment, sorry, it was going out. But yesterday he wins two more of my auctions, and had the high bid on another that closed later in the week!

Ebay administration NARU'd him today and also canceled his remaining bid on that last auction of mine that he bid on.

I think he was naru'd for bid retractions rather than negs (two negs against 81 positives). He had 28 bid retractions showing for the last 6 months.

Can I just tell this guy to forget it and re-list or do I have to wait and see if he pays? Fat chance I'll see the money.

His/her money is as good as anyone elses. Set a time limit and if the money is not to you by then, re-list.

I don't think you have any obligation to a NARU.

Yes, his money is as good as anyone else's, but it doesn't appear to be as easy flowing. 24 days I've been waiting on the first.
