Just ignore the request. If he threatens a neg, just forward the email to safeharbor and Revenue-Canada.
The cost your buyer should be:
7 % General sales tax
?? % Provincial sales tax (varies from province)
$5.00 can. funds administration fee.
If your return address is not a business address, I would estimate there's an 80% chance he won't be taxed and the item will be considered as a gift by Canadian customs even if you declare merchandise.

No--Canada Post charges $5.00 when it collects taxes for Customs....it was sent by a delivery service like Purolator the brokerage fee would be $30.00
