I just got a payment through Paypal and paypal sent this note,
"Note: The sender did not include a Confirmed Address with the
payment. This transaction is pending until you choose to accept or deny
the payment. To login to your PayPal account and accept or deny this payment,
The address the buyer typed in on the paypal payment matches the email address he sent me, so not sure I see a problem

Someone sent me the same thing, only their Paypal payment email did NOT have their address in it at all. I denied it. I told her once she "updates" her account and puts her address in there will I accept her payment. Haven't heard from her, I guess a Neg is in her future...

did the person have a new paypal account? I had a newbie win an auction and asked me to explain what paypal was, I did, and she signed up that day and sent payment, since she was new, her address was "unconfirmed"...I accepted the payment and didn't have any problems...guess it all depends on the circumstances, gotta judge each transaction on it's own.

If you mail to an address that is not verified & the buyer says they did not receive the item they can do a charge back
with paypal & you have no recorse, your out the money. Don't do it.

I found out today I went from "confirmed" to "unconfirmed" because I changed my Zip Code to ZIP + 4. Same address, but I enhanced my Zip Code because this usually results in items reaching me faster.
What irks me is I had e-mailed PP to specifically ask if this would be a problem. They gave me the green light.....but, now I'm a suspicious "unconfirmed". Sellers beware---at least until I can figure out how to go back to being "confirmed".
Just some pointers, or questions, that I have seen other users utilize when this happens:
1. Is the party "Verified"?
2. What is the feedback rating of the user?
3. Is it a relatively new account on eBay/PayPal?
4. What is the value of the item (fraudsters will typically ask for overnight shipping on expensive items)?
5. Are you in a high-risk category, such as computers?
6. Are they asking for shipment to a foreign country PayPal does not support? Risk countries include: Russia, Thailand, Malaysia, Ukraine,etc.
Verified users, or ones that do not have a credit card on file to confirm, do not release a confirmed address (this is the address the credit card company has on file for the user).
(Many users do follow the Seller Protection Program to eliminate liability for charge backs,but the majority of transactions do not result in a charge back or fraud).
This decision is yours to make, but I think some additional communication with the buyer can aid your decision.

When I buy items and pay with paypal it shows that I have a unconfirmed address because I don't have a Visa card for them to confirm my address with.I only use Discover and I refuse to get a Visa card just to keep paypal happy.

Same here. I am verified, but because I verified with a bank account instead of a credit card I do not have a confirmed address.
If they are verified and have decent feeback I would accept it. JMHO.

My confirmed address is a PO box, but I prefer to get my parcels at my home address. I always let the seller know that, and I tell them to use whichever address they feel most comfortable with (only had 2 people use the PO box out of (maybe) close to 80 PayPal purchases. Lots of sellers seem send to unconfirmed, but it probably has something to do with a "gut" feeling about the buyer. I e-mail right after the auction ends and I give them a choice of addresses, so I guess I come across as an honest person!

Yes. I just had an incident where I, as a buyer, was told that the seller may not accept my payment because I had an unconfirmed address. Hellllo. I've been verified for about a year now. But, I figured that this is because I chose to pay by electronic check. That makes no sense either since I verified using my bank account. At this point, I don't put much faith in Paypal anymore, anyway. I dumped all by credit cards in favor of one that was far lower in interest; paid off my numerous other cards, too. I wanted to put this card and only this card on Paypal. Guess what? They won't let me. I've reached my max even though I deleted all other cards. They said I can reregister the cards I deleted if I want to (don't think this would be a good idea since I canceled all of them), but I can't add another one. Guess I can never pay with a credit card again. Time to find another credit card processor.

* * * My "confirmed" address is my work address, which does not permit receiving personal items. I bill PayPal to my work (travel) credit card because I know one day they will screw it up, and I'd rather have them mess up my work card than my much more important personal card.
Of course I want the items shipped to my HOME address, which always pops up as "unconfirmed." I've never had a seller question it.

WE ship only to confirm or billing address for all purchases. When customers ask about we tell them is for their/ our protection against credit card misuse and fruad.
WE are verified on Paypal, Billpoint, Ebay and make this point with our customers. Certainly can't afford chargeback. Operated a mail order business for 8 year not once did we have a successful chargeback from a customer.
Paypal will confirm your account with a debit card if you chose not to use credit cards.
HOW MANY WIDGETS DO YOU HAVE TO SELL TO RECOVER THE LOST, if you have one chargeback for mechandise and shipping????

My suggestion is: try contacting the buyer before you do something drastic.
I both buy and sell on EBay from an APO address overseas. For the longest time PP gave me the hardest time to get confirmed. Only when tehy went "international" the problem went away. - Even though my address is (technically) within the US and all my accounts and CCs are located within.
Even now I can't include my address with payments, because the computerized section where you put it in mangles it beyond recognition. (Zip-codes, etc.)
I usually tell my sellers about the problem before I paypal the payment. Never had a problem.
