I just sold a high dollar (for me anyway) item ($530) and the buyer has a 0 feedback rating. I specifically stated in my auction that I only took Money Orders or Pay Pal for payment. The person has decided now that they don't want to use either of those methods to pay. They claim that their browser doesn't accept cookies and they are deathly afraid of enabling them, so they won't sign up for Pay Pal. He also said that he doesn't want to send a money order because there is no guarantee he will get the item he bid on (even though I have a high positive feedback rating with no negs ever).
He is saying that the only way he will pay for the item now is if I send it COD to him. That way he is sure he gets the item and I am sure I get the money. I have never sent anything COD before and I didn't know exactly how it works. Does anyone know the risks involved? ie. if I pay the $50 that it is going to cost to ship the item and then he doesn't pay for it when it gets there am I out the shipping cost? I guess I am just leary of doing this with a 0 feedback person. Sorry for the dumb question, but any advice would be appreciated. Thanks.

I wouldn't - COD will cost you as a seller, and if he refuses, you are out the fees. Your terms are pretty clear - Either get this guy to send a money order, or move on and get your money back from ebay, and neg if you see fit (Although I feel that negs generally don't do any good to a buyer, in this case I have to admit I would probably risk it and give the neg)

Since you specifically stated in your auction that you don't accept C.O.D. you are most certianly under no obligation to do so. Furthermore, you can get screwed big time by this bidder. If you sent the item COD he could easily give the UPS or FEDEX driver a hot check and then you, my friend will be out the bucks.
At this point what I would do (since I have had this happen before) is to copy the text directly from your auction that states your terms and paste them into an email and send it to him. Also tell him that if he does not pay according to your terms you will simply have no choice but to file a NPB with ebay to recover your fees.
Essentially what worked for me was polite but firm. Of course, that's assuming he wasn't out to defraud you.
