It looks like "Hand Painted Japan" with a little flower in the middle. I'm not a Noritake expert but it doesn't look like a Noritake mark.

It does look similar to the Noritake cherry blossom mark but I think it is actually the mark for Hotta Yu Shoten & Co of Japan. They were in business before WWII and closed in 1947.

It looks like a made in Japan mark. There are over 100 marks that were used and everyone of them is a little different. I don't have my books right here, so can't check the mark number.

I think Amy's right, I did a search on ebay for "hotta yu" (it wouldn't take the whole string for some reason) and came up with one match and they look almost identical, except mine looks a little more smeared. Thanks everyone.
