I just won an auction & was sent the total owed, and was told to email him if I wanted to use paypal. I emailed that I'd like to use paypal. He sent a paypal payment request from a DIFFERENT email address, and included PAYPAL FEES! Can he do this & do I have to pay his paypal fees?

He/she can't do this. You can turn them into Paypal and safe harbor. Sellers like this make me ill. (I am both a seller and buyer) If it isn't stated in his/her TOS in the auction where you placed your bid, he has to abide by what his auction says. I bet he/she would be one of the first to yell foul if you wanted to change the TOS. What is good for the goose is good for the gander.

Direct his attention to eBay's & PP's RULES!

If he had any smarts, he would have done what I'm doing: my "Postage/packaging" fee (as stated VERY CLEARLY in every auction!) is $0.85 over actual postage to help defray all the -assed fees I'm getting clobbered with!

If you want the item you will need to pay him some other way or pay the upcharge for pay pal
After you get the item neg him then report him to pay pal and safe harbor.

I just noticed something else in his email it says to pay by money order send it to
Kxxxxx Sxxxx
his city, state
in the paypal request there is a note from him saying - the small paypal fees were added to the total thanks, Bxxxxx
a totally different name!
I still want the stuff, so I think that I probably should just send a money order. Then after I get the items, forward his emails to ebay & paypal.

if ebay seller cannot charge extra for paypal fee,then what do you call those big discount booksellers who sell books on amazon and half.com at a higher price than their own website??

You cannot specifically charge for the fee. It's against the rules and some have reported here, illegal.

I had almost the same thing happen to me this week.

Auction stated s/h/i to be paid by buyer buy no amount was shared. I emailed and ask what charges would be. Answer was $3.50 shipping $.50 handling and ins. was optional. So...that being fair, I bid.

EOA email arrives and he asks how I am paying (choices were MO or PP) and also wants my name and address up front. I email back with info.

Next email states a higher total than the bid price + the $4.00 he stated (without ins.). I PP'd him the correct amount and then sent an email explaining that he must have mis-calculated. Got an email back that said I had shorted him, but he would send item anyway. He said if I PP'd him the extra amount PP would just take $.30 of it anyway. I asked how did he come up with the extra amount and if he would explain, I'd pay the difference.

No answer...item arrived.

I wonder how many other buyers get hit with this 'extra' amount after the auction is completed. I knew my math was correct, but was hoping he'd explain why his total was higher. This seller had more than 1000 FB.

The seller cannot charge an extra fee the buyer using paypal. It is against ebay rules. The best thing to do to balance the fees is to add a certain amount for "handling". I hated to do this, but ended up having to add a .50 handling fee to all of my auctions. Just make sure this is stated in the auction so there are no surprises. .50 ins't a lot and most people don't worry about the change and it helps me pay the fees.

My friend said in her TOS, if using PayPal please add 35 cents to cover cost. Someone resported them and ebay cancelled all the auctions. She relisted them without the fee.

Mrspock-maybe not. I had a seller do the same thing to me several months ago. Sent EOA saying if I wanted to use Paypal, then add 2.2% to price. I ignored this-paid the amount stated in auction and he sent the item. Guess he/she was testing me and hoping I didn't know any better!

Ladybug My guess is the two address's mean he has no paypal account. The Paypal belongs to a friend who then mails the check to him.

I agree they should likely be reported.

I really don't add extra fees very often at all as a seller, I certainly don't charge for packaging, or Billpoint fees (don't use Paypal but same thing).

However, in my auction description terms, my information includes this line, always:

"BASIC DELIVERY is $xxxx for U.S. lower 48 customers"

If anyone ever does question, BASIC DELIVERY could cover the actual postage if that was all I had charged, or postage & anything else that I had included in the amount posted with the auction. I ALWAYS POST A PRICE & THE ONLY THING EXTRA CHARGED IS INSURANCE, IF BIDDER WANTS THAT!

The smart way of doing this is to have a shipping/handling fee set in the terms, and then offer a discount for those who do not use paypal. I've been thinking about doing this myself. Say $2 shipping/handling, but deduct 50 cents if you do not use paypal? I would not list the discount on the terms, but the EOA notice.

Upriver: on behalf of Hawaii, why is your shipping quote for only the lower 48? USPS charges for most items are the same to Hawaii and Alaska as the "mainland" states. (or, if the zone thing is needed for heavier items, it is pretty easy to calculate at the USPS website.)

Do you use UPS instead of the post office? UPS is more expensive to Paradise, unfortunately. In that case, you might invite us to e-mail you for the shipping amount.

Anyway, I'm not picking on you...I just encourage you to make it easy for those of us in Hawaii and Alaska to bid, too. (My husband would prefer that you did not, but that's his problem.)

I DO NOT advertise PayPal in my auctions anymore.
However in my EOA I state that For THEIR CONVENIENCE I will accept paypal.
But they must ADD $.60 for Delivery Conformation per PayPals terms of service.
And they must e-mail me for the NEW total and my paypal ID.
I had one gal want to use paypal & she wanted it insured.
She paypal me the money Minus the DC charge & insurance. I e-mailed her told her that the payment was short BUT not to paypal the difference as it would cost me more to except it then it was worth.
I also informed her that the package would go UN-INSURED w/o DC and that I would not be responsable for loss or damage.
I never heard another word from her.

Most of the people on this board are really starting to disappoint me.

It seems like for every little thing your best advise is to REPORT them.

For those that advise to REPORT I'm sure glad I don't live in your glass house.

I say this, if you do not state in your auction that you take paypal and you have a buyer that wants to use it, then THEY can pay for the privledge.

That wouldn't bother me. I can understand why you add on the DC price, and I would pay for it, no problem. Because you didn't advertise in your auction that you accepted PayPal, and would have already figured on adding a fee for a money order.

What does bother me, is I bid and won an auction and in his TOS he said that he accepted PayPal. No extra fees were mentioned. I only bid on auctions that accept PayPal as it is easier for me. When I received his EOA he added .30 plus another 2 percent to the total if I payed via PayPal.

I payed it, but put him on my do not bid on again list.

You can not charge extra fees for using PayPal but you can offer cash discounts for not using PayPal.

Back when i USED to take PAYmeyourmoneyandiwillbeyourPAL ... I would include this line in my invoices..

" Paypal charges me 30 cents plus 2.2% to accept your money so if you choose to use paypal, then would you PLEASE add .75 cents to help cover there high Fee's ?"..

Note that I am ASKING for them to add 75 cents, it was NOT required... about half of the paypal people added the 75 cents and did not cry about it, 10% added the 75 cents and did cry, and the other 40% did not add the fee.

of course i dont have this in my invoice now, because I droped Paypal and switched to C2IT..
but I still get people trying to pay me thru paypal, I just send them an email telling them to cancel the paypal payment and try C2IT, no problems so far...............

Sellers are finding out that paypal fees can eat profit up in a quick hurry, and are looking to stop it anyway they can. I think this is why I am doing better without paypal than my rivals with it on ebay. If I have a shipping charge of $4.00 the rival seller that takes paypal is charging $5.00 for the same item. These sellers trying to charge buyers for paypal are sending them my way.

Not only that chum, the buyers that are not taking PayPal are also having to pay the extra charge. Now whats fair about that?

Don't talk to me about offering a discount, I've yet to see in the auction terms of any of the auctions I've looked at offering a discount for non-paypal users.

My shipping charges are bad enough with what I sell, it would be even worse if I add extra to cover my fees.

I ship a lot of heavy glass and I use a LOT of bubblewrap & peanuts. I barely cover my butt in shipping charges to cover that expense(materials used).

With the increase of postal fees, higher shipping charges scare the buyers off.

You Anti-PayPal [------] will say anything.

A person charging additional shipping and handling is only charging for that and eating the Paypal fees.

Since you don't have PayPal fees, you're eating a little on handling. It's all the same.

Excellent point Packer and that is why I as a buyer steer away from sellers charging high handling fees to cover their paypal fees. Like I have said in other posts I have nothing against paypal. I dont use them and benifit from it since my price is much lower. And I agree with you about the shipping being high enough now. I use parcel post for all heavy items, and I only use Priority for 1-3 lb packages. Buyers are conservative these days and will send a check to save a dollar or more.

I have begun adding the following wording to my auctions: "Because of the increase in fees charged by Paypal, I will be happy to accept only payments over $15 by Paypal."

This seems to work fine ... no one has complained about it. However, I have gotten a couple of offers to add on the difference between the actual payment amount and $15, usually a matter of $1-$2, simply because the buyer WANTED to use Paypal.

I find it odd that people would pay that much for convenience. (Just a note: I also accept Billpoint, Bidpay and MoneyZap, so they have lots of choices.)

Before I was turned into the ebay police =0 , I had listed on my auctions to please add a .50 surcharge for using paypal because they charge xx%. I felt the buyer should pay for the convenience. I can wait for a check or money order just fine, but we sellers get the charges. If the buyer didn't want to pay the extra, then they can spend the money on a money order. Don't get me wrong, I love paypal, but feel it is a buyer's convenience ever more so than a seller's. I was emailed by ebay telling me I could not do this and I had to "word" it as handling or give a discount if they didn't use paypal. Yeah right. They told me you couldn't charge people for paypal's billings, but guess what I heard on TV during tax time...people who owe taxes can pay by credit card, but there will be a 3% surcharge. Hmmm...had to wonder about that one.
