I would try and upholstery supply place. Or just look in the yellow pages under Foam, some Foam Companies will sell to the public, or have a Factory Outlet. There is one near me, they make foam of every kind for packing/or upholstery, any colour/shape. I'm not sure what thickness you are looking for, but just get the cheapest quality they sell, you dont need fire resistant, high density or anything fancy! Also if you just need small pieces of foam for packing, go to a local upholsterer and dive in his dumpster, or just ask if he has any scraps you can have.

I use carpet padding when I use foam for packing it works good and you can get it cheap at any discount carpet store a 6'X40'X1/2"roll cost me $31.00 and lasts a long time.
