I have just had a very aggravating experience with a seller who it appears sold an item I won out from under me and is trying to get away with it. What should I do? I paid for the item with A USPS Money Order back in July. I was told the item was coming and after waiting over two weeks I contacted again. The seller was ignoring emails until I mentioned safeharbor. I was then sent a UPS Shipping invoice indicating that the item had been sent to another person in another state! I'm then told that I'll get a refund. Whoa! Is that the way we do things? I don't think so. The item I won the bid on went for a very low price due to ebay having some online problems and very little bidding going on. I have not contacted safeharbor yet, but I strongly suspect he figured he could repost and give me a story and then offer a refund. What should I do?

Well, from what you've described of the seller... If it were me and I could somehow get a refund, I'd take the money and run.

I would keep safeharbor in the loop.
Also tell him you want your refund with signature delivery. Even if you have to go to the PO to get it.
Then neg his sorry butt.
Be ready for a retaliatory.
Then move on.
As a bidder it won't matter much, except to anal sellers.

How do you mean keep Safeharbor in the loop? I haven't contacted them yet. I asked for a refund with signature delivery.

I'd be very firm about getting a refund by a certain date. If you feel nasty/concerned, make sure to mention that you will be very happy to report him to safeharbor, usps, etc., if you don't get it by then.
If you do get a refund, check with the "rules" about when to involve safeharbor, to see whether this qualifies. If it does, I'd report him, if not, just leave feedback and move on. The "rules of engagement" for safeharbor used to be pretty well spelled out, and I like to observe them, since otherwise if everyone floods them with all sorts of complaints, it hinders them from doing the stuff they need to do (hopefully do anyway).
