If you check the rules you'll see that there is a "No purchase" method of entering. Which, I assume, makes it legal.

Since the EOA goes to the buyer and seller, I think the statement "Sorry, only buyers are eligible for the Sweepstakes." simply means that the seller isn't entered for this transaction.
