Hello. I paid for a ebay auction a few weeks back via PAYPAL. The item, three photographs, was described as great condition. However, when I received it, I found that they were bent and creased. It was not packaged well at all. The sellers original listing stated SOLD AS IS, NO REFUNDS which I guess should have been a tip-off.

Anyway, I wrote to her and she graciously offered to send me a refund if I return the items. Being a seller myself, I packaged the items in my usual packing material; inbetween heavy cardboard, and then in a heavy duty calumet envelope.

The seller wrote me stating that she received the package, but the phtographs were damanged in shipment. I find this EXTREMELY difficult to believe due to the sturdiness of my packaging. HOwever, they were insured and she told me that I must initiate the insurance process since I mailed the item. I wrote to the seller and told her that SHE must initiate the insurance claim because the post office will want to see and evaluate the damaged items.

As of yet, I've not heard back from her.

Can I file a dispute with PAYPAL if she doesn't respond? thanks!

Just curious. Did you take a picture of them before you returned them? Sounds like she's blaming you for the original damage.

You may want to post this question on the PayPal forum. I don't have a clue. Sorry.

Hi,

The Buyer Complaint Process does not cover quality of merchandise disputes. You can file a claim, but it sounds like the seller and you are having issues resolving this. I might recommend seeing if you can continue to work with the seller on this issue.

paypaldamon...Why does PayPal consider a Debit Card payment to be a Credit Card payment?
Where is the PayPal forum?

paypaldamon...I thought of another question. I don't want to accept credit card payment at all and I am forced to accept them up to the 100.00 limit without being able to refuse it. Is there anyway I can keep the max all the time instead of it being reset each month to zero?
