Is it possible to configure PayPal so that I have to manually accept or deny all payments, no matter who they are from?
Had a person make a payment today and add their own insurance figure to the payment -- which was wrong. Now they have to send more money (and I AM making them pay the $0.30 fee this time since it's their fault), but I'd rather not have people just sending their own payment amounts...
Under payment preferences you can block users from using the "Send Money" screen to pay you. That way you could only take payments from Instant Purchase buttons or Payment Requests. I don't do that but I do use the old style Instant Purchase button code where I define the shipping amount:

You would of course have to change the email address and the shipping amount to suit you.
I like your idea about having the option to approve all payments though. This would also help avoid payments from people who insist on sending you money waaay too late after the item has already been relisted and sold.
