Over a month ago I purchased a video of an old movie that the seller said was bought overseas and "excellent" quality. What I received was obviously a bootlegged copy in a nice looking homemade case. After about a week of trying to contact the seller, they finally answered half apologizing while defending their right to sell this film which they said is in the public domain and that they had sold copies of this film before with no complaints. They also agreed to exchange the video for a new copy. I then sent them the video over four weeks ago and have not received anything. They also have not responded to any e-mails. What can I do ?

You can file a fraud claim with ebay and send all info on the auction, seller, emails with headers turned on, etc to safe harbor.
This has nothing to do with the $25 insurance deductible on ebay. This is fraud and she sold a bootlegged tape which is illegal by their rules.
