If the high bidder on an auction turns out to be a deadbeat, is it possible to sell to 2nd highest bidder (by contacting them thru Ebay) AND pay Ebay their cut AND still file the FVF against the high bidder so they'll have a strike against them?

I think that's the whole purpose of the new "Personal Offer" function.
Go to the auction listing and right where the "relist" option is there should be something like "other options" - making a personal offer to the underbidder should be one of those.

I thought the 'personal offer' option was just in Ebay motors. I guess I'll give it a try.

Why on earth would you ever want to do such a thing?
Simply email the underbidder and make the offer. Screw eBay and its attempts to totally control the marketplace.
If you want to avoid their screwy email system, email them through ebay with a simple type question, and when they respond email directly with your offer.
I've had quite a few after auction offers lately USING eBays mail system! No ill affects so far. And I've accepted all offers
