...when the bidder is an obvious troll? You know, one of those 0 feedback, sunglasses members, whose feedback drops to -5, and becomes NARU'ed.
Now my auction closed a few days ago and I'm supposed to...
(1) Complete a Payment Reminder (waste of time)
(2) Then a NPB Alert after 7 days,
(3) Request the Final Value Fee credit 10 days after that.
Who wants to wait all that time, when the bidder was an obvious TROLL? Any ideas?

The last time I had a similar situation...that is when I went to send the NPB alert for a NARU, at that same time I was credited for the FVF without having to wait the 10 days.

That's absolutely correct. A NARU ID automatically removes any waiting periods. He could be NARU the day after the win and you could still file for FVF.

I think I'm out of luck
I think the user became NARU'ed after I negged him/her, sending his feedback to -5.
eBay won't let me file a FVF credit, or even let me file a NPB alert (see below).
"Our records indicate that the auction that you would like to file a Non-Paying Bidder Alert Form ended less than seven days ago. We want to help you resolve your non-paying bidder problems, but please wait at least seven days before filing a Non-Paying Bidder Alert."
