I won an auction 8/13. Soon after, I get an Andale notice. I clicked on the link and filled out my info, then paid via paypal. (All within 24 hours of EOA)
The seller was charging $3.50 for postage, no shipping method detailed. Two weeks went by, and I never got my package.
On the 28th, I emailed the seller and asked about the status of my package. He emailed me back a one-liner: I need the name and address we were shipping to
Well, this info was in both the Paypal payment and the Andale checkout info, but I provided it again. His response (again, in total) yes this did leave.
I get the package today. It turns out that it was mailed on...tah-dah ... the 28th. So far, I think, the seller is probably not COMPLETELY out of line; after all, he didn't say that he would ship FAST or anything like that.
But the package arrived with $1.25 postage on it... and $1.39 postage due. Now,I honestly don't care if sellers ship via a cheaper method than priority, so I didn't ask if that was the method or ASSUME that the $3.50 would be ALL for postage. But I did expect it to cover ALL the postage.
(This auction was for something that was determined by weight. The correct amount for shipping is easily determined at www.usps.gov ,and the seller sells a lot of these.)
I feel entitled to ask that the seller refund the overpayment. What do you think, and would you leave a neutral or neg in this situation?

He absolutely owes you a refund of the postage due. I might also, as part of the request, express your disappointment that it took two weeks and a reminder by you to get him to mail it (i'm guessing he rushed to mail it and screwed up). Provide him the chronology to back up your statements. The goal is to embarrass him into refunding your whole shipping cost. Depending on how you feel about the situation, you might even hint/ask for more than the 1.39.
If he doesn't refund, leave a neg.
If he merely refunds the 1.39, leave a neutral (slow shipping, poor shipping).
If he refunds more, leave a positive.
