I collect German beer glasses and have bid on a few from eBay Germany. I have noticed that lots of sellers there pass on the eBay fees to the buyers. They even state this in their auctions. Putting * buyer pays eBay fees*( but in German ) in description search, I came up with thousands of auctions with this passing on eBay fees. How do they get away with this or do they have different rules?

Do a search to see the bidding patterns of a US buyer and then do a search to see the bidding patterns of a Germany buyer. One you can see and the other isn't displayed.
