I don't know the size, but from the square center indentation could it possibly be a Victorian Calling Card holder of sorts? They didn't usually have handles, however.
It was probably used for candy, or 'dainties' to pass around after a meal. (Or possibly a serving tray for wedding cake pieces that were handed out by the bride?) Just guessing, as I really don't know what it would have been used for.

Good ideas! I am in the process of cleaning it and taking better pictures - with all of its ornate decorations, it is hard to get a clear picture of it. I think the cherubs lying around the edges in roses are cute, and the lions feet legs are just a tad odd.
