I have a situation, and I don't know the easiest and safest way to resolve it. Someone from Argentina ended a video auction with a buy it now of $3.00. I don't ship internationally, but have done it in the past so I figured I would just ignore that part of it. I find it difficult to understand him in his emails, so I'm assuming he is having just as hard of a time understanding me. First he wanted a "registered tracking number". I checked with the post office and they said it would cost around $25.00 to track an international package. He kept insisting he wanted some numbers so I emailed him the numbers that are listed on the customs form (this took 6-7 emails of me trying to explain that I can't do a registered package etc. for the $15.00 that he sent and him not understanding why). Well to make a long story short on Sept. 8th he emailed me " hello i have ontly the video!!!thanks alan". Yesterday he emails me "HELLO I DONT RECIVED THE PACKAGE !!WHATS HAPPENS?????
THANKS FROM ARGENTINA". I offered a refund (although now I'm not sure why since it looks like he received it.) He doesn't belong to any online services and I assume wants cash since that's what he sent me. If he didn't receive the video I am very relunctant to send cash in the mail. Any suggestions?
