I want to withdraw money from paypal but am waiting for a customer to cancel a payment.

If I click the file button will that save that particular payment from withdrawing?

I have never used the file option and don't understand what that does.

The file option will only save the details of that transaction to your "history" folder within paypal, it will not cancel the transaction. After filing items, you can click on your history tab and view all your past paypal transactions.
