your paypal account can be a checking account, you can use the debit card to buy things at local stores?send money to anyone who has an email address, they will prepare a money order for a fee.
a lot of local banks have online features ,dont really know what is exactly an online checking account?
what are you trying to accomplish that your regular checking account cannot provide-view online transactions, pay bills or what.
my local bank is first state bank of texas, they have an online site and you can view your account and transfer fund within the bank etc.

Try www.netbank.com usabancshares sucks and I had nothing but problems with them. I have used Net Bank since April and it is the best bank I have ever had, online bill pay, interest checking, everything.

If you are running a business, I am not sure if online transactions are acceptable for the IRS. Since most online records are not maintain for more than 6 months, you should keep some form of hardcopy in case you are audited several years after the transactions.
I like the Bank of America services. You can link all your accounts, checking, saving, credit card, line of credit, etc... and move funds between them online. Of course, you also have a regular checking account and ATMs everywhere. I find that important versus a totally cyber bank.
While this is not really online checking, I am finding more and more merchants allow for payment via credit card (by phone or online) or ACH. I find this more easy to handle as I have less chance of overdrawing my checking account and only still need to write one check to pay the credit card. Also, if you were to pay most of these merchants with the Shell card, you can earn an instant 1% rebate.
Thus, I find this system works best. When I buy goods for resale, I use a check or credit card. For basic household bills, I pay them via a credit card whenever possible. Either way, I have a hardcopy statement for business purposes.

I receive bank statements in hardcopy for all of my Wells Fargo accounts - with full online access (made several transfers between accounts just today). Those suffice as backup, along with my MS Money file reconciling my accounts each month.
