I recently made a purchase of $250.00 for a DVD collection on a forum and the seller tried to scam me. He already sold to another buyer that he's trying to scam too. But the other seller do not have sufficient funds in his bank account, lucky guy! He told me after I posted a warning on the forum about that dealer. I was suspicious that he did not answer to my e-mail adter 3 days, when he instantly answer my e-mail like 1/2 hours after it was being sent in the previous day.
I payed via Paypal, the seller was not verified, I sent $80 with my Paypal funds and $170 with credit card fund. I already reported to Paypal 4 days after the money was being sent, and they said it will take them 30 days to investigate. So my question is, is there any chance I'll get my money it back ? Should I wait for Paypal to investigate, so call my credit card company and dispute the charge ?
I already reported the case to the FBI Internet Fraud Center. I also track his IP address to his PC on a Verizon DSL link. I also sent an e-mail to Verizon asking if they could provide me at least the city name based on the IP address, they do have the name/address but I can't get that unless I've a warrant. At least, I could provide some info. to the local authority so the could investigate, since the FBI is really busy right now.
Well, I made a stupid mistake, but I don't want this guy to think he's invisible, because he's sitting at his home's PC and trying to scam people thinking there's no way I can trace him down. Any advice would be greatly appreciate.

I filled a buyer comlaint and waiting. Since I paid to a unverified users, I don't know how they would be able to get the money back. If they can freeze the check they sent to him or something. An in a case I want to dispute with my credit card company, since part of it was charge on my credit. How would that work out ? Can I do that ? And will Paypal take the charge or something ?

If you pay for something by credit card, and nothing comes, you can get the charge removed from your credit card bill.
The credit card system pushes the collection of this money down a chain. The credit card company suffers first, to the buyer. This is quickly passed on to the charging merchant, PayPal. PayPal in turn can collect (if it can) from the seller.
With PayPal, your credit card rights remain intact. However, repeated claims of this nature are likely to result in your being dumped not only by PayPal, but by your credit card company. Also, in some cases, perhaps cases where seller can prove that buyer agreed to accept certain risks in exchange for value, the seller may have cause to send a bill to buyer, and to demand payment for the chargeback.
