Hi Damon -- Will Paypal provide a "refund" feature for transactions that require them? Oh, and it would be great if there were no additional charges for refunds. But I guess that part may be asking too much.
I will report the request again tomorrow. I am not sure if it can be implemented, but I do know that the request has been made. I realize the concern (mainly) comes from buyers that make double-payments.

Hi All,
Double payments is not the only issue for refund button.
I recently overcharged an International buyer on shipping by $10.00 - I wanted to refund that back to him.
If there was a button - It could be so simple.

Otherwise you have to create a completely new transaction.
Can some one give me the laymen explanation of exactly what the Quasi - Cash option is in the Send Money drop down box. Would appreciate it very much.
