I use the USPS site to pay my bills and have been very satisfied. Never any question if the payment made it on time and processed timely.

They now offer a Send Money option and an auction logo. Has anyone looked into this or tried it ?

It is not very clear what the costs are to enroll in the program. It sounds like an escrow service? Does the receipient need to be enrolled? If you use an online payment service already, why not pay the seller through that service?

Does the cost factor into how useful this is for both sides?

* 3 months Free offer starts at enrollment. YOU WILL AUTOMATICALLY BE CHARGED FOR THE SERVICE UNLESS YOU CANCEL AT THE END OF THE FREE OFFER PERIOD. If you continue, pay either a flat $6.95 a month fee for up to 20 payments with $0.50 for each additional payment or $1.50 a month with $0.65 for each payment or $1.00 for each transaction. (The 3 month free trial excludes the $1.00 per transaction payment plan)
