I have never used the personal offer option, but just decided to try it out, on an auction that ended last night. I have several of this item to sell. I went through the personal offer form and submitted but now it is showing up under my active auctions, as a personal offer listing. I thought only the person you made the offer to had access to the listing.

From what I now understand, this is visible as well if you look at your auction list (or if someone else does) - I do not believe it is searchable. It confused me as well when I tried it, I thought it only went to the person you made the offer to.

It is visible on your auction list. And actually any one that sees it there can to the Buy it Now on it. If I received a personal offer and it said I had 3 days to decide and I go to buy it at 2 1/2 days and it is gone, I would no be happy about it!
I have got several emails from my customers that look at my list daily, telling me that they think I made an error because my starting price is XXXX. They do not understand it.
Personally, I wish it only showed on My Ebay page that you must have the password to see.
Frankly, I just don't get why they call it a personal offer yet it is there for anyone that finds it to buy. I am sure just before or after ebay starts charging for this special feature they will make alot of changes!

I had someone else try to buy it, and they were denied, once they put in their password. It seems only the person you offered it to can buy it. I wish they would not have it open to the public at all. I don't like that the person who just bid $30 on it, can go to my list and see me offering it for $22, to someone who underbid him!!

Yes, but if you only offer it to the direct underbidder, it will be one bidding increment below - For a $30 item, the underbid can not be $22, it has to be $29 - Not that big of a deal. Now, if you offer to all underbidders, then you might run into that, but I would only offer to the next runner up to maximize profit.

I offer it right down the line..since I'm happy with my starting price..just happier with a higher price. I love getting several buyers out of one listing. I wish it couldn't be seen, however, since I don't want the high bidder to see the reduced price..that it was in "My eBay".

I tried it on one item, and the underbidder went for it and paid PayPal within 15 minutes.
So I tried it on 2 other items, it came up on my list.... I ended them. I just thought it looked funny sitting there at 23.21, and the thought that the high bidder could see it... I don't like that idea. I think it should be just that... a personal offer
