I have been a Paypal member almost since the very beginning, and I just have had my first chargeback where the money was reversed to the buyer. In this case, the buyer had bought a small item, and first class shipping was only $1. She filed the Paypal complaint before notifying me that she had not received it. I had more in stock, so I replaced the item. She e-mailed that she had received the replacement and would cancel the Paypal complaint. She apparently never did, so Paypal gave her the money back. I e-mailed her about it, but no response.
I often sell very small lightweight sewing and craft supplies. I think I would lose most of my bidders if I started requiring priority mail with delivery confirmation. Most other sellers in this area offer first class shipping, and I have noticed that the one or two sellers who don't, their items don't receive many bids unless someone is bidding on a number of their auctions to combine shipping. How does anyone else who sells small lightweight items deal with this?

i sell many small items, not exactly light but small and i ship them in 2 by 4 by 4 box usps first class often with no insurance and no delivery confirmation.
so far i have no paypal or billpoint chargeback or lost item.
if you just have one chargeback,i would not be upset over it.
may be she is not answering your email because she is away.
do you ship in box or envelope??
anything you can feel from outside the envelope is an easy theft target, but then i pay 69 cents for a 4 by 4 by 2 box, thats kind of pricey for such a small box/

Yes, I had the exact same thing this week. $5.00 item, $2.00 shipping. Shipped to CA on the 9th, person filed PayPal complaint on the 15th. Never said boo to me till the day they filed it. Got a note asking where it was.
From what I have seen the person has done this before.
PayPal = Crooks. They know how to work it both ways as a buyer and seller.

I had this happen and when I replaced the item I sent it priority w/ DC to cover myself and my customer never told paypal she got it. Paypal sided with her-- took the money out of my account and I was out the item, money PLUS the priority shipping of the replacement. I even tried to get Damon to help, but paypal did nothing!

You can get delivery confirmation for $.12 for media mail, first class, parcel post, and library mail by downloading the shipping assistant off of the usps web site. It is under shipping tools. You have to have the latest version of acrobat reader to display label.(5)
It's a free download. You can compare prices for different shipping options, get zip + 4 zipcode.
It's a great program and their customer support is excellent.

I also just recieved my first reversal of PayPal charges. The buyer notified PayPal that the item wasn't recieved only 5 days after I had shipped the item. The package had to travel across the country and the mails are slow. I advised PayPal that the buyer didn't request insurance on the sale, I have also posted my policy regarding insurance on all my adds. Well, posting the message in your adds doesn't help with PayPal, they still will reverse the charges, probably to satisfy the buyer. I am taking less and less PayPal payments both now and in the future. PayPal should look at the buyer's Feedback and verify seller history before making bad judgements on the part of the sellers. Our Feedback is important to our sales and should also be to PayPal. PayPal is a convenience only to PayPal
a) Buyer cancels their complaint before the timeframe has expired
b) Buyer simply sends the payment back to the party
If a and b do not happen, and the payment was reversed to the buyer, we have to get approval from the buyer to take the money back from their account.
The Buyer Complaint will be awarded to the buyer if the seller did not follow the Seller Protection Policy. Please realize that these items occur because of actions caused by the buyer (filing a complaint, filing a chargeback, etc.)

I had somebody TRY to reverse a PP transaction on me last month -- I sent PP the required info (with a CC to Damon) and PP ruled in MY FAVOR within 24 HOURS!...Why? ...

Hi Tomwii. I'll bet this doesn't happen very often. I followed all the rules too, yet without anything but a postal reciept, not a DC reciept, you are still ruled against in the favor of the buyer. Sellers should beware of the issues. Buyers are going to have to pay even more for shipping the little products if we all have to include DC in our shipping fees. The PO is now going to raise the rates again in the summer and the buyers will complain and not buy. In the end, not only the sellers get hurt, PayPal will make less and less money off of us. I am still encouraging people to pay with MO, or Checks. PayPal does owe it's seller a lot, after all, they are chargin us big-time for their services out of every payment.

Since this is my first one, I will just let it go and block this bidder.
But to the person who posted about following Paypal's rules, and Paypal ruled in their favor within 24 hours: you must have gotten an exceptional Paypal rep. My daughter shipped an item to a buyer priority with DC. The buyer did a Paypal chargeback. My daughter sent Paypal a copy of the DC receipt immediately. The money was still held in limbo for about three weeks before my daughter got it back.

tomwiii,
I followed their rules too. I sent them proof of delivery but they still ruled in the buyers favor. I am not anti paypal, but I think people need to know what CAN happen.

I would be happy to use the .12 DC on first class if I knew it was available.
So far my PO knows nothing about it. Some report summer and some above say now. Which is it?

Q. Can I combine Delivery Confirmation with Certified Mail service?
A. Typically, customers use Certified Mail service on First-Class letter size mail. Delivery Confirmation is designed for Priority Mail, Package Services or Standard Mail parcel customers only.
Notice no first class yet.
