I got help here a couple of weeks ago on another really odd ball item. Would someone please take pity on me and look at my auction and tell me what this should be called so I will get any hits at all?

I guess you could call it a "radiometer"

Thank you. I guess I had better go and change my auction! No way can I translate that description into my own words. I guess I will just call it a "radiometer" and give the dimensions and condition. Thank you for the link!
