The situation is this. I got tired of getting "User unknown" to my EOA to brand new 0 feedback high bidder so contacted safeharbor and reported it. They got the same response so the member is now NARU. I find I have to wait 7 days and then file NPB alert which ebay will send and will bounce. I then have to wait 10 days to file for FVC? Does this have something to do with their fiscal bookkeeping?

If the buyer is NARU, in 7 days when you file NPB, you will immediately go to FVC page. No waiting 10 days if NARU.
