Does anybody know if anyone can list, or how you go about it? We're in Wisconsin, we sell tons of stuff to Canada! We've always taken the payments in US dollars, though -

Yes, anyone can list but you have to list in Canadian dollars for the listing fees to be waived. That might be a problem for you, depending on your bank. (I live in Canada so it obviously isn't for me.)
I always included a sentence in my auction description giving the winner the option to pay in U.S. dollar equivalent.
Auctions listed in eBay Canada also appear on the eBay U.S. site.
