This just in from the announcements board:
This week, we are pleased to announce a change to the way that sellers will be charged for the TITLE BAR portion of their auction listing, with a new fees structure as well. This change will improve the overall user experience for buyers and sellers. Currently, eBay’s listing fee policy is based solely on the overall auction, but in response to community feedback, we are implementing the new fee structure immediately. In many cases, this will lead to a more enjoyable user experience. With this change, the determining factor will be the LENGTH of your title, bringing our policies more in line with the desires of our valued community members.
Here is the new listing fee plan, please note that our 'BASIC AUCTION TITLE' length still has no fee whatsoever:
AUCTION TITLE LENGTH UP TO 10 CHARACTERS, no fee whatsoever.
LENGTH OF 11-25 CHARACTERS: 10 cents fee
LENGTH OF 26-40 CHARACTERS: 25 cents fee
LENGTH OF 41-75 CHARACTERS: 45 cents fee
PLEASE NOTE: These fees will be doubled if you list in two categories. The fees will also apply for any re-listed auctions.
As always, we thank you for your valued input. We hope that these changes will make the listing of auctions on eBay easier and more fun. We appreciate your understanding that a financially sound eBay is in your best interests.

I guess this is the new listing fee charge. If they are dropping the old listing fee then no problem. In fact is cheaper. However is not clear is it an add on?

Okay, where have I been? I don't remember ever being charged a "fee" for my title bar.
I have often wished I could add a few characters (always seems I have 2 characters too many to say what I want and still fit) but I really don't remember ever seeing any discussion on allowing longer titles at an extra charge!

Since when were titles standard 10 characters wasn't it 40?????
Just wanted to add, doncha' just love the way eBay spins a fee increase into a good thing that will only make it better for buyers and sellers and improve the overall shopping experience????

for all these years, ebay did not expand the title field and thus restricting the search ability of the title field ,so it invents the search to include description.
now it seems they have overhauled their system to allow search of title up to 40 characters.
???????
and we have to pay for it??
