I do part-time small ebay stuff, on/off from time to time. Always draining my praypal account so that no more than what I'm willing to lose is in there.
Anyway, had a buyer file a complaint, withing 5 minutes of getting the email, decided to refund and move on (long story, just want to give this idiot his $24 back and move on, not worth the hassle), tried to do a refund, yadda, yadda, yadda, my account if restricted. Two weeks and counting. There's now enough $ in there to do the refund but paypal is scratching their @ss and can't figure it out. I fear that the issue can't be resolved quickly or possibly even at all given praypal's rep for terrible customer service. I don't know when/if I will ever get a NON-automated/truly cognizant human response and resolve this issue by giving this guy his $ back.
My options as I see it so far:
1- screw praypal and move on- use money orders only from now on, no exceptions.
2- screw praypal, try billpoint (for buying and selling)
3- hope praypal gets their act together, gives this guy his $ back, unrestricts my account, and use praypal for buying only.
4- mail this loser his $24 via a money order, then have praypal refund him his $ because they won't understand I already did it, be out the cash, and maybe if they are in a good mood they will reinstate my account and maybe I'll never use it again because I don't trust them....
Am I missing an option? Is billpoint any better/ more trustworthy?

Since the reason your account became locked is this guy filed a complaint, do not send him any money! Let the "praypal" people do it through the account. I would go ahead and continue to use them as too many people wish to pay with it. I would open another account however so you can still receive payments in the future if one becomes locked again. Also, do not keep much money in the account. I withdraw at $100 or two weeks. Which ever comes first. That way, if it does become locked, I am not out much and can move on. Billpunt is no better and if you go with them, it is generally taking higher risks as they have direct access to your bank account.
It becomes a matter of how much risk you are willing to take.

Start looking at getting your own merchant account, it may cost you a little more, but you have greater control

I can't figure out why so many people have a problem with P/P. I have been using them for about 2 yrs. without a single problem. I keep between $100.00 & $200.00 in my acct. use it for business expenses, i.e. postage, gas etc. Whenever I reach at least $300.00 I have a wire trnsfr to my business acct. Just yesterday I had 2 sales totaling $500.00 with BIN. Last night I checked to see if the transactions were completes, they were & I had that amount transferred to my bank. This morning I have an acknowledgement that it is in process. What more can I ask for?
How did you expect to refund if you didn't have the funds in your acct?

The one and only chargeback I've had was through Billpoint. Paypal has been much better to me than BP. Paypal has answered all my questions and if any problems do pop up Paypal has corrected them within a few days.
I dropped Billpoint after many problems with deposits and such...

I WOULD NEVER KEEP MONEY A PAYPAL ACCOUNT IF ITS GETS FROZEN THERE IS NOTHING U CAN DO ABOUT IT JUST SIT TIGHT AND HOPE.
