I've had this happen twice recently by people
who have backed out on their bids! I would
respectfully suggest to eBay that they should
either:
1) Still allow feedback to be left (since
deal is still pending), or
2) Stop the clock on feedback deadline, and
restart it if/when the person registers again
(with an e-mail to notify wronged seller).
If it is a new account, and not just
reactivating the old one, then seller should
still be able to leave feedback for the new
account. You are dealing with the person,
not the account!
I suspect that both people will register
their old accounts again, when the deadline
for leaving feedback has passed (based on
their e-mail), and that stinks!

They were within 60 days. Why didn't I leave
it before? Because I always give people every
chance to honor their bid. Correct that.
Always gave. No more. I'm going to drop that
Negative MUCH more quickly from now on. Why?
Because I just went to leave 4 more today and
3 of them unregistered as well!!! Needless to
say I am VERY mad. This system stinks, but if
I have to live with it, then I'll drop the
N-bomb and move on. I'm tired of waiting and
waiting for payments anyway.

I don't think a person can just "un-register" and then re-register with the same ID later. Reason I say that is I had asked eBay about closing down one of my old accounts and they recommended I not do that because if that was done I would NEVER be able to use that ID or the FB associated with it ever again. That ID would not be useable ever again by anyone, or so I was told by the eBay rep I talked with. Then again, I have been told one thing by an eBay rep only to find someone else was told something entirely different. Kinda depends on the day of the week I think.
Perhaps you need to re-think waiting more than 60 days to leave FB.
I can understand you wanting to be fair, but if a person can't pay you within 30 days I really don't see why you would want to waste more time on them.
I would make a habit of filing a NPB at 15-30 days and then FVF and FB about 10 days after that.
If you get a "I'll pay next week" type email after sending the NPB, I'd let them know payment must be received within XX days (only I would clearly put a date) or the FVF would be filed and FB left.
If they get NARU'd by eBay for 4 unique FVF refunds than it really doesn't matter if you get to leave yours or not.

What is most likely happening with those bidders is they are not closing their accounts, but ebay is NARU-ing them. If that happens, you will not ba able to leave feedback, but in those cases, it don't matter anyway because they are already booted. I would bet those bidders bid on many items and didn't pay for any. I don't thing they are avoiding feedback, just getting booted before you are leaving feedback. I wouldn't get up tight about it. Sounds like you have a sound policy for giving the buyer every chance to send payment. Personally, I give 14 days after WBN, then a reminder e-mail. If responded to favorably and not a canned response, they get another 14. If no response within 2 days of reminder e-mail, then NPB and go from there. True deadbeats get almost a month to pay. The deadbeats that play me will get roughly 45 days, but will get NPB, FVF and a Neg if no payment by then.
In this case it is better to just move on. You can spend your time doing more productive things.

once an account is unregistered the email address associated with that account can never be used to register on ebay again. so theyd have to use a new email. of course theyd also have to have a new name as well since the name is also gone forever.

I believe caffeitalia is correct - they are getting suspended before you get to leave the neg because three other sellers have filled out their FVF credit form ahead of you. This isn't that uncommon, especially if you are very generous with the amount of time you grant for payment. I give my bidders a minimum of 30 days before filling out the FVF credit form - generally two-thirds of these deadbeats are suspended prior to me filling out my FVF form, or they get suspended when mine gets filed.
