A friend of mine just called up to complain about PayPal. She said she won an auction and followed the PayPal link. She then gave her information and was told she was charged $1.95 and would receive her paypal "number" with her credit card bill. She was mad because she thought she could pay right away. She says she even called PayPal.
Sounds like some sort of a scam, is something link www.paypai.com back? Is there anything going on I've missed lately?

I think she should also contact the credit card company and close that account and check to see what charges may have been made recently

No way JOSE!!!! Cancel the CC immediately! You don't have to pay a fee to sign up (not unless they have changed recently) You sign up and pay your auction right away! I would also report it to ebay, paypal, and whoever else you might think of.

CUT AND PASTE from paypal site:
Does it cost money to sign up for PayPal?
No. It is free to open and send money using a PayPal account. We do charge modest fees for our Premier and Business members to receive payments.

Top Questions
How do I use PayPal to send a payment?
After you have signed up for a PayPal account, all you need to do is add your credit or debit card to your account, go to the "Send Money" tab, and enter the email address of the person to whom you are sending the payment, as well as the amount of the payment. You can also use your PayPal balance or your checking account to fund your payment.

I have been a member of Paypal for 2 years. I tried the other day to pay for something and was told my credit card had expired. It had. I entered the new card number and was told I would be charged a $1.95 and to look on my statement and there would be a four digit number following the charge. I have yet to get my statement and I need the four digit number to use Paypal again. They say I will be given a credit once I have entered the number.

I recently signed up for paypal and was also charged $1.95 to "verify" my credit card. As stated previously, the four digit number on my credit card statement needs to be entered on paypal's site for me to become verified. However I have been able to purchase items, but with a limit of $1000.00 until I get the number. I thought this was only for international members though - I am Canadian. Also I didn't see anything about crediting the $1.95 back to me, but they give you $5 for joining so I come out ahead anyway.

Some accounts, at PayPal's discretion, will be required to complete our membership process. Specifically, this means that you may be required to pay a $1.95 member fee to establish your PayPal account and must complete the membership process by logging into your PayPal account and entering the four-digit Member Number associated with the $1.95 fee. This membership process will be complete if and when you correctly enter your Member Number on the PayPal website. After you have successfully entered your Member Number, you will receive a $1.95 bonus for the next PayPal payment you send. (Note: this bonus may take up to 24 hrs to process and be reflected in your PayPal account balance.) PayPal may require you to complete the membership process each time you add a funding source to your PayPal account.
What flags an account and makes the $1.95 verification charge necessary is anyone's guess. Some accounts are charged $1.95 on signup.

My credit card expired last month too and I also had to let them charge the $1.95 to my credit card. In that amount of time my address was no longer considered verified until I saw my cc bill and put in those couple of numbers. I had been with Paypal for over two years and for those couple of weeks- I was unverified- that sucked. I live in Minnesota so that means Paypal wasn't just picking on the international people for that $1.95, it us USA people too.

snobbish... Sorry, I guess I didn't read the fine print. I just double checked - international members have to send a $250 payment (I'm unsure if they mean in total or in one transaction) to qualify for the $5
