hi guys, i would appreciate your help in this matter. I recently paid some ebay seller 400$ using paypal. I funded this transaction via a discover credit card. now the seller is no longer registered, and has been getting several negatives. Its been a week exactly since i sent payment but items should have already arrived here if he had shipped them when i paid.
I have already filed a complaint with paypal, but i dont know whether to call my cc company or contact paypal.

Tapirback,

1) Why was the seller NARU'd and what kind of negatives has he been receiving?

2) Have you tried contacting the seller? If not, why not? Pull his contact info and call him if necessary.

3) One week isn't really enough time to allow for shipment. How was the item supposed to be shipped? Parcel post, priority, media-mail, FedEx or UPS?

4) Does the seller mention his shipping schedule in the auction?


I think at this point in time, you're jumping the gun a little bit. It's too early in the transaction to start shouting "Fraud". Try to establish communication with the seller and wait it out a bit.

First see if PayPal can handle it. The seller must provide proof of shipping to your confirmed address. If they cannot, you will get a refund provided they can recover the funds from the seller. If they cannot recover, you can contact DISCOVER.

the seller is narued i dont know why. I already contacted both paypal and discover. I did not think of calling the guy, how can i get his info? can i get his personal info even when he is narued?
he has about 5 complaints and they all are about buyers not receiving their products.

one week should be more than enough for priority to get from lousiana to florida. I also noticed that he claims to have given out tracking #'s (i read this on feedback), and the buyers deny that claim. I personally received no tracking number. I know i might be jumping the gun too early but its the second time i get ripped off and last time i jumped the gun too late and got stuck with $500.

Go down there and ask your question as damon goes in there more than in here. Damon is the internet person for PayPal.

Did he have negatives in his feedback when you sent him the money? If so I would have been leary of sending that amount of money to that seller. I sure hope you can get this straightened out. Good Luck

If I were you I would e-mail damon directly and he will respond and help out. That board is pretty much useless because of the nonstop ranting of a few users has caused most to avoid it, including damon, you may also call them at 1-800-836-1859 and they will assist as well. Hope everything turns out ok .

seller did not have any negatives when i sent payment. its very hard to keep up with all the scams on ebay, i tough i was saavy enough not to get screwed. can anybody please link me to the paypal board so that i can contact daemon.
I already filled out a form on ebay to get the sellers info.

From a sellers point of view, I really like my own merchant account in that I can charge the card the day it ships.

best thing is to check with the credit card company to see if you can chargeback

if you can then wait perhaps another week then if you receive no item charge it back to paypal

then let paypal sort it out from there

if you contact paypal they will stall you and you could end up not getting anything back depending on the time frame you have to report to your credit card company

Having been through this before, here is my advice:

Try to contact the person. Sounds like they were out to defraud people so you probably won't get anywhere.

When you find out the phone number is bogus or the people who answer claim not to know the seller, file a complaint with Paypal. They will take 30 days before they investigate by which time the seller will have his money and be long gone. Also, file a complaint with Ebay. You have to wait until at least 30 days from end of auction to do this, but you might appreciate it later (see below).

Paypal will rule in your favor but say "sorry, the guy has no funds in his acct" (Duh, when you wait 30 days to investigate fraud, it is not surprising they have taken the money and run).

Dispute it with your credit card company. If they won't accept the dispute, you can file a claim with Ebay. They will give you up to $200 - $25 deductible ($175). You will have to prove that your credit card company refused to charge back the item. Once you have the check in hand, Paypal will cover you for up to $200 additional. You will have to show them a copy of the Ebay check.

If your credit card charges back the item, Paypal will try to get them to remove the chargeback. When they refuse, Paypal will permanetly close your acct. Make sure to change your email address on Paypal before they close it so that no one will send you money anymore. Also, keep the balance $0 so no money will be tied up when they close your acct.

Based on what you've said about the seller being no longer registered and receiving negs I don't blame you for being worried.

Based on the amount of time you've mentioned, in a normal transaction, I wouldn't get bent out of shape about it. In my experience as both buyer and seller, a 1-2 week time frame is about average.

We attempt to ship all packages with 2-4 business days after receiving payment so the package would usually arrive within a week to 10 days.

Yks. I am almost speechless. Private Feedback you should never have bid. Private Feedback means trouble in my books. 8 negatives another clue. But he sure made a lot of money in that short of time, no wonder he is gone. You need more help than we can give you.

Take all of your $$ out of PayPal, Change your email address there & THEN call your credit card company. This guy is a real bandit.

Change the e-mail address so no one sends you money and it gets tied up. Your account will also be frozen soon. It is best to start another PayPal account for future transactions.
