The closest I can find is Breyer. This one is porcelain. It has bracelets on 2 hooves. There is a ball at the top of the pole with red/white/blue ribbon. Platform is wood. The horse is white with gray shading and glass eyes. size is 13" H (includes pole) by 11 1/2" width.

Hi,Does it have a small hole at the bottom
other then the pole area? Right in the center, If so Post it at ebay,It is probly
a Renninger(sp?) or Breyer. The bidders will let you know fast.
