If you relist an item within 30 days of when it first closed ebay will refund the second listing fee if your item sells on that second try. If it does not sell on the second try you pay the second listing fee.
Example, a seller lists an item at a $8.95 start price with no reserve and pays ebay a 30 cent listing fee. If it doesn't get any bids the seller has the option to relist the same item within 30 days. If the item sells on the second attempt the second listing fee is refunded to the seller but if the item does not sell the seller is now out 60 cents on listing fees. So there is a definite gamble but at least the seller has a chance to get the second listing fee refunded.

Tooltimes is correct except for the relisting period. You can relist up to 90 days after a non-selling auction has closed for the refundable relist. I do this once in a while without any trouble. You must however print out your auctions or keep at least the auction numbers copied down somewhere. The 30 days is how long ebay will allow you to view them, so if you don't copy them down, then you only have 30 days. If you do copy them, you have 90 days.
