Looks like a logo for an insane asylum.
The light at the end of the tunnel will turn out to be an oncoming train.

I don't know where this crest comes from, but it says "COLLEGIUM SANCTAE CRUCIS S.I." and "UIGORNIIMASS".
The flaming cross and the book refer to Emperor Constantine the Great, who in 313 AD was about to do battle with a rival Roman general for the throne. He saw a flaming Cross in the sky with the words "In Hoc Signo Vinces" - In this sign you will win. He allegedly took this as a sign from the Christian God that he would win if he converted to Christianity. Constantine did win, and did officially convert to Christianity.
