Finally got with Live Help and this is a new Ebay feature. Here is the transcript of my session with Nick:
baylor45: I try to log in using my password. I get a message that the password is invalid. I then am asked to type four digits which are provided...I just copy the four digits into the space. Then my account opens..ie, revise a listing, etc.
Nick: This is from eBay, it is a random security feature that has been added upon logging in you are asked to verify the information to confirm that it is a manual login
Nick: this is to filter out computer generated login attempts
baylor45: OK...what about using a service to launch your auctions. Will this still work?
Nick: Sure, you can use like a Turbo lister or something, that is fine

This is going to require 3 party services have eBay's blessings. If you give your eBay password to some snipe service and that service doesn't have eBay's blessings it means they'll be blocked when the visual code is required.
Many sites have been doing this to prevent robot usage. For eBay it's a wise decision for the renegade 3 party services it's doomsday.
