Now they won't let you revise a no-bidder auction, but only add to your listing (and your addition appears way down at the bottom where no one looks).
So if there is a material change in your item or circumstances you must completely dump your old listing and make a new one. What a hassle!
It is merely a coincidence that Ebay gets a double fee.

I revised 3 auctions tonight with no problems.
Are you sure you are clicking on 'revise item' on the auction page? If your item has received NO bids or sales and does not end within 12 hours you can revise it. If your item has already received a bid or ends within 12 hours, you can only add to the listing or change the category.

Also, if you had a bidder and you cancelled their bid or if they retracted, you will only be able to add to the description. This has been in place for some time now. I think it has been nearly a year now or maybe slightly longer.
