I won an auction that stated the seller accepted paypal. The seller used the paypal logo through e-bay.
After the win, I tried to pay thrpugh paypal and the seller was unable to receive money.
I e-mailed the seller who said the paypal problem would be straightened out in 5-7 days.
I have tried to pay through paypal for 10 days with no luck.
The seller has agreed to cancel the transaction if his account is not able to receive money in a few days.
I mentioned he should have not put paypal in his listings or at least added to his listings that he could not accept paypal once he discovered the paypal problem.
Well, he still can not accept paypal and he has listed a lot of new items stating he accepts paypal.
I have noticed that this seller has tried to sell items that were being sold before by a NARU'ed seller.
My question is: How can a seller that can not accept paypal be allowed to have paypal as a prefered method of payment in his listings? Also, how easy is it for a NARU'ed seller to open a new account to sell under a new ID?

ebay doesn't care and it is very easy to set up a new sellers ID ( look at a recent thread here titled "Trying to get reinstated on ebay" )
