same with yahoo pay direct... recently they had to "upgrade account" in order to take credit card payments?

when you use your credit card to make payment via paypal, paypal will pay the discount fee and the transaction fee to your credit card issuer.
if you use your bank fund, the only fee ,if there is ,is the ACH fee.

To accept credit cards, sellers must have a Premier Account. Unfortunately, Paypal charges the same fee on ALL incoming payments regardless of funding source. Personal accounts do not pay fees (unless international sender, then they might) but they can't accept any credit card payments.
What the OP is referring to is using a two-account system where a seller uses a Premier account for CC transactions and a Personal account for non CC transactions - to cut down fees.
