Been selling on eBay for over four years and this is my first dealings with Square Trade.
Here's the story. Customer never paid after going thru second noticies, NPB and FVF at the end of 36 days.
I left a factual negative that says: Bid, Won, Never Paid, Sent 2nd Notice NPB/FVF to no avail after 36 days.
I also blocked the bidder.
The complaint says:
I would like only the feedback that was left for me removed.
Payment sent but merchandise not received.
No payment has been received to date and it's now been 39 days. If I receive one it will be returned. I don't have time to baby set non paying customers.
My question is should I even respond at all and if I don't will the negative be removed from their feedback.

I would respond and state your facts. Just to prevent the negative from being removed. Besides the buyer is the one paying no you. So what do you have to loose?

I went through the Squaretrade compaint/settlement process a few months ago (although my buyer and I were in agreement as to what we wanted going in, so it was a bit different)
Verbatim from Squaretrade - in cases where the person does not respond to the complaint:

Step 2:
SquareTrade Review
After 14 days of no response, SquareTrade will send you an email from which you can request a review of your case to determine if the feedback can be removed.
You will be charged a review fee of $20 which will be refunded if your feedback cannot be removed.>>>>>>>>>>>>>
She claims to have sent checks twice. It's has now been 40 days and I haven't received one yet.
This was one of those non response situations until NPB was filed 23 days after the auction ended, then she sent me a casual email asking if I had received her check yet.
When I informed her that I had filed NPB that day she acted as if she didn't know about that and stated how upset she was because she always paid her bills.
My reply was not to be upset for she still had ten days to send her payment before FVF was filed, that NPB was a tool to encourage customers to pay.
At any rate I've responded to Square Trade and intend to let the negative stand. It may result in me getting one in retaliation but I've been there before and it don't bother me any longer.
I'm sick of customers that drag their feet for 30 - 40 days and then want a reversal of the negative they deserve.
My feeling is if you don't intend to pay in a timely manner then don't bid.

When this has happened to us, we always verify 'what' address they mailed their payment to. One time they put an incorrect state on their envelope. If this happened to your NPB then their first check should have been returned to them.
