An individual from the UK bought something. I sent the rates for both Airmail and Surface Mail. They wrote back asking for "media post, (M Bag)". I'm not sure what they are talking about, anybody here know?

You need to give us more information. Is the item big, bulky, heavy. Then maybe we can answer better. There are many ways to ship. Global Priority small envelope, Global Priority Large envelope, There is a soft global priority I think. There is air letter post. It all depends on the shape, size and weight of your package. Did you go to the USPS website to check it out.
http://postcalc.usps.gov/ On the left side of the page you will see international calculator. This might help.

The "M" bags are for large items like a bunch of books. The post office has at least 2 sizes of the bags and you fill the bag and they seal it with a special seal. I've never used them but have seen people use them at the post office. They get a special low price when they use the M bags. The info should be on the USPS website.
